The erstwhile Institute of Administration, established in 1976, was renamed as the Dr.Marri Channa Reddy Human Resource Development Institute of Andhra Pradesh in 1998 and is made responsible for overseeing the state Government and GOI training initiative.
Dr. MCR HRD IAP is the apex Administrative Training Institute of the Government of Andhra Pradesh and is responsible for facilitating training and providing HRD inputs to all public functionaries of the State to achieve a CARING (Committed, Accountable, Responsive, Inspiring, Nationalistic & Genuine) Government. The Institute has been certified as an ISO 9001:2000 organisation for its quality in the areas of Training, Consultancy & Research Publications. The Institute has, over a period of time, built state-of-art infrastructure / facilities and has been supporting Govt. initiatives related to Capacity Building for Reforms, Good-Governance, Change Management and Revamping Delivery Systems. |

| Introduction: |

| Dr.Marri Channa Reddy Human Resource Development Institute of Andhra Pradesh earlier known as Institute of Administration was established in the year 1976 to serve the general training needs of the Civil Servants of the state. All the state governments in India have set up similar training institutes as per the recommendations of Administrative Reforms Commission setup by Government of India. The Institute was declared as an Apex and nodal agency for all training activities pertaining to Government.
The Accounts Training Wing of Treasuries and Accounts, Audit Training Wing of Local Fund Audit Departments were merged with the Institute.
The Institute is functioning in its own building campus spread in an area of about 30 acres of land in Jubilee Hills. |

| Launching of State Training Initiative: |
 |
| In 1996, Department of Personnel & Training, Government of India released the National Training Policy (NTP) and indicated that the State Governments should also formulate State Training Policies on the same lines. In the year 1997, the importance of training came up for consideration as priority item and the State Training Initiative could take a shape from then onwards. The Governing body was reconstituted with Hon'ble Chief Minister as chairperson. All support for physical and other infrastructure including trainer capacity has been extended. To facilitate the implementation of the new strategy the following actions were initiated: |

| Expansion of Activities : |

| A center for Good Governance funded by DFID has been established in the campus to work on issues relating to Good Governance in a focused manner so that the result of such work would feed into the functioning of the State Government and its line departments for streamlining the activities and improving the implementation of their programmes as also their delivery systems. |

CENTER for Change and Delivery Management (CCDM) has been given
autonomy and entrusted with the responsibility of providing professional and managerial support to the identified Departments |

The Center for Disaster Preparedness has been providing capacity
building programmes on disaster preparedness, relief and rehabilitation. The Center, as a Regional Center of the National Institute of Disaster Management is now declared as Center of excellence for Cyclone, Disaster Preparedness at the National Level. |

Center for Urban Development Studies has been setup in the Institute
in partnership with Human Settlement Management Institute of Housing & Urban Development Corporation, New Delhi. |

The Institute is planning to set up a Center for Climate Change and
Eco-Management in collaboration with Society for Environmental Protection, a non-profit body consisting eminent personalities in the field of Environment Management |
 |
The Institute is also making efforts to improve the functioning of
the District Training Centers. All the Senior faculty have been appointed as Monitoring Officers to closely monitor One District each. The facilities available, as well as the quality and quantity of training programmes being conducted in the District Training have been upgraded. |
